IMPROVEMENTS TO DISTRICT 12

 

Pryor Road Streetscape - The Pryor Street Improvement project aims to beautify major thoroughfares in the City of Atlanta and District 12 which support revitalization efforts in the district. The project focuses on the 1.1 mile long stretch of Pryor Road, from the Railroad Bridge south of University Avenue to Pryor Circle and Ashwood Avenue.

Funded as a part of a City of Atlanta $150 million Quality of Life bond program, the project  project consists of repairing and/or replacing the existing sidewalks with newly constructed concrete sidewalks, curbs and gutters; painting crosswalks, and installing granite curbing in commercial areas, street tree planting and utility upgrades. The construction is slated continue through 2008.

Metropolitan Streetscape - The Metropolitan Streetscape Improvement project aims to beautify major thoroughfares in City of Atlanta District 12 and support revitalization efforts in the district.  The project, which broke ground in May, spans Metropolitan Parkway from the intersection of Ralph David Abernathy Boulevard to Shelton Avenue; University Avenue to Fair Street I addition to the Cleveland Avenue intersection.

DISTRICT 12 PARKS

Emma Millican Park - The park which is six acres of greenspace located in the Capital View manor neighborhood includes two sport courts, a meditation garden, two ponds with a splash pad, two picnic areas and a playground. The acquisition of two parcels at Lynnhaven drive in 2007 has made it possible to create a more accessible and defined entrance to the park as envisioned in the Visioning Plan by the community thru Park Pride. Design for the playground funded by a CDBG grant ($150,000) is underway. The design for the site improvements funded by CDBG ($50,750) and Blank Foundation ($850,000) will start by February 2008.

Southtowne Trail - New segments of the trail have been completed.  The trail through South Bend Park from Lakewood Avenue to Harper Street connects the picnic areas and the ball field to the neighborhood south of the park.

Browns Mill Golf Course - The golf course along Cleveland Avenue also has a new trail.  Future segments will connect to the Swann Nature Preserve along the periphery of the golf course.  Funding for these projects was provided by the District 12 Quality of Life Bond and contributions to the PATH Foundation.

Arthur Langford Jr. Park -  The park underwent improvements to the ball field, tennis and basketball courts.  Other improvements will be implemented after the Recreation Center is complete.  One of the improvements to the Park will be a Splash Pad.

Southside Park - The park is receiving a new master plan through the Arthur Blank Foundation.  The park, which includes 211 acres, four baseball fields and tennis courts, will recieve a facelift.  Renovations will be on-going throughout 2008.  

 

REDEVELOPMENT OF DISTRICT 12
  • Ft. McPherson - The Ft. McPherson Redevelopment Plan is focused on one thing – to repurpose the 488 acres as a live, work, play and learn community. The new McPherson community is poised to become one of Atlanta’s most vibrant neighborhoods. The community will be a hub of economic viability by creating jobs, attracting industries and technologies of the future, and encouraging and supporting residential preservation, rehabilitation and development. The five foundational components of the proposed community are to create diverse jobs, support community services, promote life-long learning, promote arts and culture, and create mixed use, mixed income neighborhoods. Leading the efforts for the redevelopment of Ft.McPherson is the McPherson Planning Local Redevelopment Authority, a non-profit corporation which serves as the primary link between the Department of Defense, Ft. McPherson, the community, and Federal and State agencies.

    The MPLRA is “the single entity responsible for identifying local redevelopment needs and preparing a plan for the Military Department to consider in the disposal of installation property.” As of June 22, the MPLRA submitted their Reuse and Redevelopment plan to HUD for approval of the community outreach plan, with plan finalization proposed for Dec, 07. If implemented, the U.S. Army will turn over the property to the community by September 14, 2011. 

  • NPU-Z Comprehensive Plan - NPU-Z is a collection of residential neighborhoods and commercial developments that blend to create a vibrant and ever changing community steeped in both history and progress. Located in South Atlanta, the neighborhoods in NUP-Z consist of established homes and emerging development that seamlessly blend to create a sustainable and economically viable live-work-play community. The NPU-Z neighborhoods support land use goals and capital improvement funding incentives that serve to better refine and structure practical responses to development opportunities in the community. Community residents in NPU-Z promote the conservation of single family housing, improvements to and conservation of multifamily units, and support for mixed-use and mixed income approaches to housing development. The NPU-Z Redevelopment Plan calls for improvements to the local infrastructure, an increase housing rehabilitation, support for residential development on vacant lands, and improvements to dilapidated and abandoned commercial property. In recent years, NPU-Z has been the home of tremendous redevelopments efforts which include the Browns Mill Public Golf Course and the Thomasville, Swan, and Southside public parks, which provide 325 acres of green space and recreational amenities. Most notably is the construction of the Rosel Fann Recreational Center, which contains a modern Natatorium, located in the Southeast Recreational Park. 

    The plan supports these redevelopment  efforts with by implementing projects such as encouraging the conversion of Industrial sites in the Lakewood, Stonewall Heritage and Norwood Manor neighborhoods to residential loft and mixed-use projects, density bonuses and incentives for mixed-use zoning on Jonesboro Road and Cleveland Avenue, the expansion of greenspace in the South River Gardens, Polar Rock, Glenrose Heights and Lakewood communities, and the acquisition of land for the creation of greenway trails along South River, just to name a few. The NPU-Z redevelopment plan looks to encourage revitalization efforts in the form of residential rehabilitation and development and increased commercial expansion to create an economically viable live-work-play community in South Atlanta.

  • Metropolitan Parkway/Dill Avenue Updates - The Metropolitan Parkway/Dill Avenue Corridor serves as a vital east/west thoroughfare in Atlanta. Being developed at several key points along the corridor are Mixed-Use nodes, which serve as a pockets commercial and residential activity. This is one of the most important of the nodes is at the intersection of Metropolitan Parkway/Dill Avenue. In addition to the Mixed Use component, the Metropolitan node provides a unique opportunity to connect Dill Avenue to the newly proposed Beltline. 

  • Southside Industrial Park Redevelopment -  AMB closed on the purchase of four acres of land just outside of Southside Industrial park.  This is the first major industrial development deal in SW Atlanta in several years.  Part of the City of Atlanta's economic devleopmetn strategy,w orking through the Atlanta Development Authority (ADA), is to covert land owned by the City to productive use in the private sector that creates jobs and generates new revenue for the City.
 

COUNCILMEMBER SHEPERDS HOMEGROWN PROJECTS
  • Neighborhood Deputies Program  - Take control of your community by becoming a part of the solution. The Neighborhood Deputy Program was revamped by Councilmember Joyce M. Sheperd of District 12 and currently looking for citizens to join the volunteer arm of the Department of Planning and Community Development’s Bureau of Code Compliance.

    The program educates residents on code and zoning violations, empowering them to become actively involved in the preservation of their neighborhoods.  Volunteers will learn how to identify and report code and zoning violations, such as rundown or damaged residential or commercial properties, abandoned vehicles, missing addresses and vacant or overgrown lots. Once the violations have been reported, city officials will work to follow up and take appropriate action on the violations.

    To assist neighborhoods in coordinating outreach efforts, the Neighborhood Deputies Program provides training for volunteer residents, and facilitates presentations for Neighborhood Planning Units, schools, parent/teacher associations and other community organizations. The program is open to all residents in Atlanta District 12.

  • After Five Program - Atlanta District 12 Councilmember Joyce Sheperd and the City of Atlanta Parks & Recreation hosts the After Five summer enrichment program, Monday – Friday, June 2nd to July 25th, 6 to 9 p.m.

    Supported by the City of Atlanta Parks Department and the Capitol View Public Safety Program, After Five offers young people, ages 13 to 17, an environment full of learning and enrichment opportunities. Program activities include arts and crafts, tennis, CPR training, swimming, field trips, and conflict resolutions accompanied by parenting workshops. Evening snacks are provided and transportation is available.The eight-week program is open to residents in Atlanta District 12 and the cost is free.
